Transformation of Benidorm: Levante Expansion Plan
In January, two crucial reports arrived at the Benidorm City Council giving the green light to the Ensanche Levante Plan, a project that covers 575,371 square meters. This plan foresees the construction of more than 2,000 homes and 20 hotels in the Levante area, the last large area available for development in this area.
Promotion of the Urban Interest Group (AIU)
The development is led by the Urban Interest Group (AIU), which brings together more than 70% of the landowners. The AIU is committed to a vertical construction model, characteristic of Benidorm, which favours sustainability and frees up vast areas for public facilities.
Approval Process & Technical Work
For more than five years, the project has been refined to meet the requirements of public administrations, including the central government, the Generalitat Valenciana and the Benidorm City Council. Various ministries and ministries have reviewed and adjusted the proposal, finally achieving a plan that complies with all regulations. The final approval was recorded on March 27 in the Plenary Session of the Benidorm City Council.
Decisive Reports
The latest reports, crucial for the progress of the project, come from the General Directorate of Cultural Heritage of the Ministry of Culture and the Júcar Hydrographic Confederation. These reports confirm that the project complies with all relevant regulations. The General Directorate of Cultural Heritage stresses the importance of protecting possible archaeological finds during construction. The Júcar Hydrographic Confederation guarantees the availability of water resources and highlights the use of treated water for the irrigation of green areas.

With the reports in hand, the developers must draw up the project for the urbanization and reparcelling of the 575,371.20 square meters. The plan includes the reservation of land for educational and public uses, the construction of a central park of more than 60,000 square meters, 13,000 square meters of gardens and 23,000 square meters of pedestrian spaces.

The Ensanche Levante Plan allocates 65% of the land to public facilities and the remaining 35% to housing and hotels. High-rise construction, characteristic of Benidorm, is recognized worldwide for its efficiency and sustainability.

The project follows modern urban planning criteria, allocating areas near existing neighborhoods to play and recreation areas. The large park will include wooded areas, pedestrian and cycling routes, and spaces for sports such as running. It will be accessible to people with reduced mobility and will be built following the principles of the Sustainable Urban Drainage System (SDUS), promoting the reuse of rainwater for the maintenance of the park. In addition, lagoons and ponds will be incorporated to act as regulating ponds and landscape elements.
